Dubai is one of the most popular long-haul destinations – and it holds two surprises that hardly any eSIM comparison addresses honestly: blocked internet calling, and provider websites that can't be reached inside the country, so travel eSIMs often can't be bought or installed once you're there. This guide explains both (as of October 2026).

The WhatsApp trap: calls are blocked
In the UAE, internet calling is only allowed through licensed services. Calls over WhatsApp and FaceTime are not among them – the operators e& (Etisalat) and du block them on their networks. There is no sign of the rule being relaxed (as of October 2026).
Messaging and chat work; CALLS don't. With a travel eSIM the picture is mixed: Holafly and Nomad write that their eSIMs route data through servers outside the UAE, which makes WhatsApp calls possible. Other providers, such as Roamless and KnowRoaming, state that the block applies when roaming too. So don't count on it, and have an approved app ready.
The legal solution: BOTIM and co. (no VPN trick)
Approved apps include BOTIM, GoChat (from e&), Voico and C'Me, along with Zoom, Microsoft Teams and Google Meet. The apps themselves are free. According to e&, however, calls with BOTIM, Voico or C'Me over the e& and du networks require an internet calling plan (mobile: AED 50 per month). For a call home, Zoom, Teams or Google Meet are therefore often the simplest route.
IMPORTANT, and in all honesty: we deliberately do NOT recommend using a VPN to get round the block. VPNs are not banned outright in the UAE – but anyone who uses one to get round blocked services risks heavy fines under the country's cybercrime law. That is not something we are willing to recommend. The approved apps are the clean way to do it.
Buy your eSIM BEFORE you arrive
The websites and apps of many travel eSIM providers can't be reached from inside the UAE. Ubigi, for example, writes that new eSIMs can be neither bought nor installed in the country; an on-the-ground report by Travel eSIM Expert (September 2026) found the Holafly and Saily sites blocked. So buy and install before you fly, and set activation for the day you arrive – then you're online from the moment you land.
Holafly for Dubai in detail
Unlimited data on the du network (including 5G, according to the product page): 1 day currently costs $6.90, 7 days ~$29.90 (as of July 2026) – the longer the plan, the lower the daily price. According to the provider, coverage is good in Dubai, Abu Dhabi, Sharjah and other cities and tourist destinations. The hotspot is limited to 500 MB per day, and Holafly reserves the right to throttle speeds under its fair use policy. Trustpilot: 4.7/5 from more than 110,000 reviews (as of October 2026).
Our honest assessment: for a straightforward city break with moderate data use, a data bundle from Airalo or Nomad is cheaper. Both also offer unlimited plans (7 days: Airalo $27.50, Nomad $27), but with a daily cap on full-speed data (3 GB and 2 GB respectively, then 1 Mbps). Holafly pays off if you use a lot of data and don't want to do the maths.

Nomad: 1 GB / 7 days $4, 10 GB / 30 days $18.50 – du network, hotspot allowed; usually slightly cheaper than Airalo for the same amount of data.
Local SIM from du or Etisalat (e&): on arrival you get a free tourist SIM or eSIM with 10 GB for 24 hours – good for the first few hours, after which you have to pay. The regular tourist tariffs only make sense for long stays, and passport registration is required.
