Every summer, families living abroad set off to visit relatives in Kosovo, Serbia, Bosnia or North Macedonia – and many get the same shock at the border: Croatia is barely behind them when EU roaming ends and the phone connects at eye-watering rates. This guide explains the double trap – and the three ways round it (as of October 2026).

The double roaming trap

First: the Western Balkans ≠ EU roaming. If you have an EU plan, your domestic allowance stops at the Croatian or Greek border. Beyond it, your operator's rest-of-world rate applies: without a data pass, tariff overviews show a price of around €1 to more than €10 per MB, depending on the operator (a single Instagram video can run into double figures). The EU has been negotiating with all six countries since June 2026 about bringing them into “roam like at home”, but there is no start date (as of October 2026). UK, Swiss and US plans aren't covered by EU roaming in the first place – there, all that counts is which countries your plan includes.

Second, the less well-known trap: many “Europe” eSIMs cover 30+ countries – but not necessarily the whole of the Western Balkans. Kosovo is the one most often missing: Airalo's Eurolink (more than 40 countries) includes the other five Western Balkan countries but not Kosovo – and Holafly's Balkan eSIM leaves Kosovo out as well. If you rely on “Europe” or “Balkan” in the name, you end up offline in Kosovo. Always check the country list.

The Western Balkans agreement – and why it only helps you up to a point

Since 1 July 2021, the six countries have had their own roam-like-at-home agreement – a local SIM from Serbia generally also works in Bosnia and Kosovo with no roaming surcharge (with a limited roaming allowance, depending on the tariff).

The catch: this only applies to local SIM cards, not to travel eSIMs. For a long stay with time for a trip to a phone shop, it is a real option; for the journey there and for a multi-country trip, it isn't.

Holafly Balkan in detail

Holafly has a dedicated Balkan plan with unlimited data. According to the product page, it covers five countries: Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia. Kosovo – the problem child for many providers – is not included, and Holafly currently lists its separate Kosovo eSIM as “not available” (as of October 2026). Unlimited data by the day: 3 days €18.50, 5 days €26.90, 7 days €33.90, 10 days €40.90, 15 days €59.90, 30 days €120.50 (around €4/day).

An honest caveat: Kosovo is missing. According to the product page, the hotspot is limited to 1 GB per day, and with very heavy use the network may temporarily throttle speeds under the fair usage policy (for one day at most, according to Holafly).

An honest look at the alternatives

Regional eSIMs with GB bundles – cheaper for light users: according to the provider, Saily's Balkan eSIM covers nine countries, including all six Western Balkan countries with Kosovo (plus Croatia, Bulgaria and Greece): 1 GB/7 days US$5.99, 5 GB/30 days US$19.99, 10 GB/30 days US$32.99, 20 GB/30 days US$48.99, hotspot with no limit. Airalo's Eurolink (1 GB/7 days US$5) is valid in more than 40 countries, including five Western Balkan countries, but not in Kosovo – for that, Airalo has a separate Kosovo eSIM from US$5 (as of October 2026). With other providers, the rule is: check the country list.

Local tourist SIM: unbeatable for stays of several weeks (usable across the WB6), but it generally means registering with your passport in a shop.

Install your eSIM before you leave.

Switch off data roaming on your home SIM BEFORE you cross the border (otherwise your phone connects at high rates the very second you cross).

Turn on roaming alerts when you're in border regions.

  • The WB6 agreement only applies to local SIM cards, not to travel eSIMs.

FAQ

Does EU roaming apply in Croatia?

Yes – Croatia is an EU member, so if you have an EU plan, roam like at home applies there. With a UK, Swiss or US plan, it depends on which countries your plan includes. The trap only begins beyond the border: Bosnia, Serbia, Montenegro and the rest.

Does my Europe eSIM cover the Balkans?

Not always in full – depending on the provider, some Western Balkan countries are missing, most often Kosovo. Before you buy, open the country list and look specifically for Kosovo, Bosnia and Serbia.

What about Kosovo?

The special case: with many providers, Kosovo is missing or needs a plan of its own. Holafly's Balkan eSIM doesn't cover Kosovo either, and Holafly's Kosovo eSIM is currently not available. Kosovo is covered by Saily's Balkan eSIM (from US$5.99), for example, and by Airalo's Kosovo eSIM (from US$5); locally, SIM cards are available from Vala and IPKO (as of October 2026).

Will the Western Balkans join EU roaming soon?

It is planned, but not yet in force: the European Commission proposed negotiations on 25 February 2026, and the Council gave the go-ahead for all six countries on 4 June 2026. There is no start date – each country first has to adopt the EU roaming rules in full. Until then, there is only a voluntary commitment by network operators from the EU and the Western Balkans: for 2026 it provides for at least one widely available data offer below €14 per GB (below €9 from 2028) – that is not a cap on every tariff. By way of comparison: Ukraine and Moldova have been part of the EU roaming area since 1 January 2026 (as of October 2026).
